In a typical MMO, the devs just make content and release it. In STO it'll be the same but they tie it in lore wise with Genesis for creating/finding new planets, systems, sectors, etc
If you've explored some, you'll find a couple zones with nothing in them that Genesis has already deployed, more to come.

Okay, I'm kinda dense. When you say 'they tie it in lore wise with Genesis for creating/finding new planets', what is 'Genesis' in that context?
Its an amazing system that creates exactly the same mission again and again simply changing some of the names during dialogue. This means "THE" programmer doesnt have to worry about making any fresh content and allows him to try to cellotape the servers back together everytime they fall apart.

Both bascially. It's a mission/episode builder that does random / dynamic / computer generated content. Basically its a database that assembles missions from various templates / assets. Like which map, what type of mission, how many mob spawns and what type, Clutter props (scenery). It can also scale those based on other statistics (seed variables) like your character, your journal (what you've done in the past & what your doing presently), your current ship, equipment, inventory, bridge officers (and there stats / equipment).
It's just called Genesis to keep with Star Trek lore.
The system is very nice when working at a high level of integration with other elmenents of the game, but its also very difficult to debug and get working properly. Its also not very good in Open World environments (too many variables / factors) but very good in heavily instanced games (its strength is being able to custom tailor content for the user). Most heavily instanced games rely heavily on these systems to provide content.
Right now, STO's Genisis system is working in minimal mode. Basically its just Dev tool right now and using very little variables in the auto-generated content. All the bugs in other systems affect it if they try tying them into each other. With the current state of game stability its not surprising.
from a preset assortment. It really isnt that impressive. They might have 10 backdrops 10 planets and 5 asteriod belts. It just mix and matches them. All the missions are basically the same.

cryptic are just saying they are developeing their very own startrek concepts races ideoligy and adding there own ideas to the game.
