Well this is an Idea that came to me while i was asleep. I was thinking that how normally well the Federation gains planets or systems via democracy. Think Bajor here; and that other Factions like say the Kilingons, Romualans and Cardassians or take it to the extreme with the Dominion who either conquer you or subject you with diplomacy. Make the system attackable like every week or 10 days but the reward for capturing a system or sector may be like access to Rare resources/Technology/Missions with rare rewards and may be access to raids accessable only to those that have it. The Faction that has control should have NPC ships helping to defend probably based on contribution to the race in habiting the system via Star Base or something.
just an Idea. I want to know what the rest of you all think.
Seems like a solid Idea, would love to see it eventually. I say eventually because I think the devs have a lot more work on their hands than to worry about end game and fun-fillers. but yeah, would love it. I'd regularly take part.

Yeah others have suggested basically the same thing, but I have to go with Snide on this. It would be something fun to have in the game in some for maybe not exactly what you posted, but there are other things higher on the list I would like to see in the game.
Perpetually changing hands in a open world PvP format would be fun. Like take all sectors , make it 128 feds x 128 other playable race (assuming if this happens itll be after they add another race or 2), in the PvP version, so you have leveling, and sector control instances, and as you take systems in massive battles, the colored lines move, like the neutral zone. And if your faction takes the whole sector, you get some sort of bonus, that'd be amazing, but it'd be a lot of work, and it'd have to be areas for captain+, because otherwise new players would zone in and get ganked into oblivion. So, once you hit Captain, it's Open PvP from there on out basically, and the safe zones would be inner sectors and the fronts would be perpetual war, since we are apparently in a war period, lets make it that way.
First time I played BETA I thought there was changing territory so your defo not the first to think of it.
It would be easy to do also. All need is a sector block maybe 2-3, actually its all going to grow so it would be more than that eventually. The sectors could have missions within them. So lets say a planet has a mission you can do when your side constrols that territory and a mission you can do when your side does not control it.
To make battles fair entering the sectors would be like PvP controls anyway, its just wins and losses slowly change the colour of the map.
This would save the game for me. I'll be playing until 2012 if they dont this but right now I see it lasting until end of 2010 for me.
Theres not enough mass scale effort where we are all actually part of one fed or empire.

Ok, so, a planet under the rule of the Romulan Star Empire just goes "We vote to be a part of the Federation now." or say Andoria goes "We vote to not be a part of the Federation now and join a totalitarian government that will enslave and oppress us" Meanwhile the other factions get to take systems by force? It sounds to me like the federation has two ways to lose and only one way to win. The others have two ways to win and only one way to lose.

Well that'w why i wanted to hear what you guys thought about it. I have never known the Federation to be really openly sneaky except with that virus in the Dominion war and the Phase cloak they were testing in TNG that Riker was apart of of. The Feds seem to follow a code of bushido or something similar to it. I am not expecting it right away, more likely, hopefully after several months after they enter the other Factions into the game. I know the Romulans only use Diplomacy mostly when they are outgunned or when it serves their survival like in the Dominion war the Non-aggression pact they made with that Vorta guy.
