I'm a level 6 and still just have 2 weapon slots port and 1 aft. I have level 2 phaser port and aft, and a Level 2 Quantum Torpedo port also. Seems to work ok. But I'm thinking about dual canons.
Oh I also have the auto turret from my deluxe pack in the tactical console slot.

2 Dual Heavy Plasma Cannon mk IV in front with a (currently) Photon torpedo mk IV in the middle (gonna upgrade to Quantum when I see one on the exchamnge for less than 60k)
I WAS using a Plasma Torp in the middle but theyre too buggy

Plasma Dual Heavy Cannons Mk VI
in the back are two identical weapons, both are Phaser Turrets Mk VI (with the 2.5% chance to disable a subsytem on them both)
i'm finding a heavy frontal assault to begin with, with tachyon beam, rapid fire cannon, fire on my mark and Attack pattern alpha all up, along with torpedo high yield ready i can take out "frigate" types before they can close 5km (dead between 10km out and 5km out) with ease and often can do the same with enemy escort ships too.
ship turns like crazy, really allows me to move about to keep my shields up. its quite a powerful set up, lots of forward firepower available, but it takes some tweaking to get the balance between shields and weapons just right.
