Training skill system is a mess - Help please

This is probably the most frustrating part of a otherwise really fun game for me. I try and train my officers with new skills, take quantum morter rank 1 and advance it to quantum morter rank 2. Yet for some reason i can't do it, it always replaces another skill the officer doesent even use. What im i doing wrong? Anyone else find the really frustrating?

ok, i think understand what your saying

you CANT replace a rank 1 skill with a rank 2 skill

    example

your rank 1 officer, has rank 1 skills
when he promotes, he can learn rank 2 skills in the rank 2 slot

so high yield 1 is a rank 1 skill
high yield 2 is rank 2, etc etc
high yield 2 can not go in the rank 1 spot

basicaly, it sounds like your trying to raise the level of a skill at a rank lower then its allowed

I've noticed when selecting a skill from the vendor that it tends to click on some other skill when initially clicking on the one you wanted so need to go back down the list and reclick the one you wanted. That's really the only thing I noticed with that.

YOu got it. Okay maybe im not understanding the skill system then, but why do i need a rank 1 skill when its not longer good enough for me? I should be able to replace them with current rank skills, just seems a bit of a wierd system to me

basicaly, it doesnt matter if its not good or not anymore
in your case, perhaps you can have BOTH skills
they dont share a cooldown, but instead share more of a global cooldown

so you can fire off say tier 1, and wait a minute for it, but tier 2 is ready 15 seconds later, so you get to use both while waiting

    edit:
another thing to note, the higher your rank the more skills become available, your t1 skill is unfortunately usualy your most useless in these cases, so its good to look at everything available to decide what to do

"Why do I need a handgun when I already have this rifle?"

Answer: As long as your gun can shoot through your opposition's armour, then a higher-calibre gun is pointless/not much of an improvement within the same constraints.

"Why would I need medical tricorder I when I can have medical tricorder III?"

If medical tricorder I can keep you team alive, then why bother with MD III when you could have another skill there and vice versa. If your team's failing with MD III alone, then maybe having both will keep you alive. It's why I have Science Team I and III despite using just III most of the time.
