Ok so I have decided not to continue after the first month mainly because the game seems to Focus on solo leveling and group raiding. Champions online had the same instancing but still felt larger and teaming is more common. I think what Star Trek Online needs is more content that Focuses on team play.
Planets? Why not make it so you can beam to planets which are large explorable area's with Federation/Klingon out posts on where you can get random quests like go rescue the cadet who got lost or is injured somewhere, go see if there is survivors from that crashed ship. Each planet could be tailored to the sector its in.
Klingon planets have Klingon npc's and related missions like take out that Klingon listening post, or a planet in cardassain space could have missions helping the Bajorians etc etc. Make all the planets instances have more than 5 people I think 50 is max per instance in this game? and make some quests team based.
Because that would have required more work. Far easier to push out a game with small instances, no exploration and no persistant planets. Look around at any of the planets you do go to, see any wild life? Nope and you never will, would take too much effort. Far easier to have quests consisted entirely of killing 3 models - Klingon, Gorn and Romulan npcs.
