On second thought, maybe next to last pitch. I think a merchant and privateer option for our characters could be quite interesting. I want to roll my Ferengi character as a merchant, and let him sell black market items and smuggle goods. No inpounding of ship and incarceration of captain and crew though. I have gotten feedback from those who want to be a privateer too. There also needs to be a system (unknown to authorities) that only merchants and privateers have access too. A kind of pirates den, that sells every illegal item in the galaxy. Now that interests me.
It would be great to have a "neutral" faction that would do both trading and merc missions. You could do missions for both federation and klingons! We'll have to wait a while though. Playable cardassians and playable romulans have to come first, as does klingon pve. THEN we can start worrying about a neutral "neelix" class character.

Agree. Should have added that. But that being said, I think merchants and privateers are about 1 year away. I can wait. I'd like to see a dev post in the future that this is on the drawing board. I can see endless possibilites with my Ferengi merchant. Who knows, I might even make my 1 Klingon character a privateer, if I don't have to wait to long. If I roll my Klingon as a warrior, I'll just pick an Orion as a privateer.
As has been said numerous times, it wouldn't make sense in Star Trek. The closest you can get to a merchant faction is the Ferengi, and they won't be made a faction since they're already in the Federation. As for pirates, the closest there has been to them is the Orion. They're in the game too, as Klingons. Since the closest you could get to both are already playable in-game, I don't see it happening, or even making sense. The example of "playing both sides" OP gave wouldn't work, as the Klingons would kill them as soon as they did anything for the Federation, and the Federation wouldn't use them the first time they did anything for the Klingons.
I too would like to see a neutral faction in this game.. Freighter captains and privateers have always been a big part of star trek.. they could still have war stories and combat missions and bridge officers.. they could fly all of the 'other' ships.. the gorn, orion, ferrengi, scoodian ships etc..
Why would this be the last pitch? Ferengi aside, the canon proof of a merchant/trader "faction" has exissted since TOS. Harry Mudd. Cyrano Jones. The wierd looking alien in the bar McCoy tried to hire for a ride to Genesis. Going further there are multiple instances in TNG, even more in DS9, and Travis Mayweather came froma family of traders/cargo haulers.
The precedent is there, and I hope that at least in the somewhat near future we will see a revamp of the economy and an option to play as true crafters or merchants.
