So why aren't they there yet? I realize it's trivial; and frankly my Klingon wouldn't look good in a skirt - but c'mon already. You know it's bugged, everyone wants them - why have they been completely ignored so far?

There have been many posts about them being bugged from devs. At least you got that much. Aceton was bugged for how long and as far as I know, there was not ONE dev post about it. (Thankfully that got fixed in the latest patch.)
No offense, as annoying as it may be, there are more pressing issues that should matter more to you than whether or not you can see some pixel flesh.
My guess is that they didn't skin the legs (or even have them) at all and that they just made up the excuse of activation problems.
You know... Sorta like how Klingon side Females look ridiculous because you will have this really detailed head, and then this.. cartoony single shade torso and arms. Its hideous.
Cause you know us ST nerds would be complaining if we didn't see spots on Trill thighs.
But seriously, I found this to extremely lazy. Skinning isn't exactly hard laborious work if you know how to do it. Although besides a skin change, a skirt would also need to have a slider for length based on how tall you are and also would require different models and a revamping of the boots. The tops of the boots would have to fit around skin, rather than tight pants.
Th e point of wanting this sorted, is not so much the desire for seeing some chick's legs, it is that many people paid for a version of the game with the original Star Trek series outfits, and they have not got what they paid for. Simple as that.
Some people would also claim they paid for a game that has content to play and things to do... but that they're not getting that.
When it comes down to it, the people who want content are 99.9% of the time going to come before some fla shy leg cos metic item.
My guess is that the tex turing/skin ning team are working on new textures and ski ns for the raidisodes, rather than putting their time into something that really will not affect game play.
Character customization tends to be very high on a lot of people's lists when it comes to an MMO. I'd have thought that was common knowledge by now

The simple fact is this: If Cryptic can't deliver on an aspect of the game that was including as an enticement for a certain version of the game, what does it say about the future of the game?

See, the difference is only in what affects you personally. Me, I'd prefer additional customization over whatever an Aceton Field is, because I'm affected by one and not by the other. You obviously differ in which one you put your effort into getting resolved because you're affected differently than I am. There's no right and wrong that works for everyone; in fact I, and a lot of people I knew, spent quite a bit of time arranging our houses in SWG, much more than actually doing what you would term 'game play'.
A Dev did respond to this specifically last night. They are currently fixing the miniskirt issue and they expect it to be available "next time" which can only be assumed to mean the next patch.
