I just saw that ship last night! I wanted to know what it was too. I think its the new ships in STO, it may not have an actual designation in Star Trek canon. I saw it last night in a mission and it was called the "San Jose".
I like it, the nacelles should be bigger but I like the rest.

The nacelles look crappy, they should be integrated better into the hull. If we're playing 30 years in the future and everything is stylized after the Intrepid class, then protruding nacelles should be gone completely - replaced with the integrated ones from Defiant.
No, it's not a playabel Federation ship - only Klingons have carriers.
That's a NPC ship created for just one mission - it's FUGLY and is one of the ships that causes a lot of diehard Trek fans to badmouth the ship designs. It's pretty hideous, from a purist's standpoint.
That ship design makes Baby Geordi cry. Hell, it makes ME cry! T_T Seriouy, a kitbash Sov class with an extra pair of nacelles and a wave-motion phaser would look better. The Horizon class looks better. It's the Sacker of Starfleet ships.
In all of quasi-canon there are some awesome DNs. Odyssey, Ares, Yamato, Federation, Star Empire... Crib one of those, not make that ugly warp-powered burrito!
Can't be sure but I seem to remember from the beta that it really wasn't supposed to be in the game at all but was just a placeholder ship until a more suitable design could be fielded. But it looks like it is still around, I guess. Yeah, its an eyesore, and I've often toyed around with having a all weapons malfunction and 'accidentally' blasting it into burning chunks of debris.
Oh well, if anyone sees it and has an 'accidental' weapons firing on it, I'll back you up on that. Remember the cost is one bottle of Romulan Ale, okay?
The Federation should call that ship the "Hindenburg" design. That's what it looks like, a blimp with nacells on it. Granted I don't think it's the best looking ship in Star Fleet but it doesn't look That bad.
Like Lt.Expendable said, it's the Jupiter-class. A dreadnough indeed and the equivalent of the Scimitar class, Gorn dreadnought, Undine Tethys dreadnought, etc. It's supposedly a flagship for the fleet, armed to the teeth although it looks rather bulky and old. You can find the Terran Empire version in space encounters, where it has around 100,000 or more health.

I have to agree it is fugly. I thought start fleet designs had evolved into sleeker or sharper edges. Not started building barges.

Maybe they did it on purpose so players wouldn't have dreadnought envy and then they'd have to somehow implement it in the game.
If they didn't do that on purpose...wow, sorry there concept artist/modeler.
And, for my two cents, it looks like it might turn even slower than a T4 cruiser. Not sure if I'd want to fly one.
