Should i play as klingon now or later for the pve missions?

I quiet fancy playing in a bop or ktinga ship. I hear theres no pve missions or very few. When would be the best time to start playing as klingon so theres plenty of missions to try and with a veriety of different types of missions like feds.

    I actually found that Klingons level significantly faster than Feds. It took me about 12-15 hours to get to level 11 and only about 5 hours on the klingon side, granted that klingons start out at level 6, but the quests essentially each give you half a level's worth of skill points.
