I'm having a difficult time completing this mission. I'm at Lt. Commander Level 11. I have an Excalibur class vessel. No matter how many times I engage both Klingon vessels, I'm defeated. Are there any tips or tricks I can use or is this a mission where I need help?
I did, but I'm going to level up a bit more and then go back to that mission. I saw somewhere that they recommend you be Level 13 when trying that mission

I completed it at LCDR 6. Titanten is correct. Make sure you go after the bigger ships first. I generally prefer attack mode because the shield remain the same as when in balanced mode. This causes more damage per salvo but you need to watch your shields and crew. Stagger your buff usage to overlap as best you can. Always stick with the target you started with as much as possible. Wear them down and move on to the next one. There is nothing wrong with using an evasive maneuver buff to try and get outside of 10km so you can regenerate a bit too.
Also you can team up with someone else on those missions. If you have friends in the game just team up and bring them along. It always helps to have an ally with you on a mission especially if there are a lot of bad guys to fight. I barely got through the Dooms Day scenario by myself. Would've been nice to have an ally along when I did that mission.
Tactics and Allies are a good thing to have. If I'm online in the game feel free to contact me. If I can I'll come and help.
did that mission at LtCmr 6. At lvl 11 it should be a cake walk for you because it was at lvl 6. Get some BO's that will aid you in your defensive abilities. You should be going in with full pwr to weapons. Take out the
D7's because the ship that is actually part of the story line will cloak on you and run off so you will be fighting it more than once. Anyway good luck.

You have to fight 3 later in the mission.
