Ok, this is what I know. Check your minimap, specifically the drop-down arrow. I'm 95% sure you have to enter the PvP queue to complete this quest.
Here's what I did:
Eta Eridani Sector Block > Deepspace K7 system > Deepspace K7 > Talk to Captain Mackenzie Calhoun. He is an NPC in the main room between the doors of the Shipyard and Club K7.
When you speak to him, he offers a quest called "Keeping the Klingons at bay":
We need to stop the Klingon incursion of the Neutral Zone.
Enter any Hostile Engagement through the queue attached to your minimap or by entering a system in the Neutral Zone.
You will receive the following reward:
I made the important part bold and made it red text.
If you still have any problems, maybe others can assist.

I have had some questions to and was glad when got a tell that answered them, sometimes it takes support from community to bolster figuring out things after you spend some time looking.
The downside of thinking games is when someone gets stuck on part of the learning curve, that is where the community can step in and kindly nudge them in the right direction without making them feel bad. Part of the challenge also, is not thinking someone is less or more because of different challenges of perception.
Ok, I did that mission already, Im talking about one after it. You have to enter any Hostile Takeover or Border skirmish using the PvP queue. I did not find any misions like that.

When I look at the PvP queue, I see a number of entries for Hostile Engagement. I haven't done any of those myself, but it may be that you'd have to do a number of those in order for the Hostile Takeovers to be visible.
I'm Captain, grade 7, so the Hostile Takeovers doesn't appear to be strictly level-related.
I'll see if I can do a few PvPs and maybe the option will show up.
I tried a few Hostile Engagements, and the Federation did win a few, but the mission is still showing as active for me. I can't get past it to get to your quest.
After the engagement ended, the scoreboard popped up. Also a window showing various things I had won, such as points, credits and whatnot. I didn't look at that too closely.
I then closed those windows, and about a minute or two later, received a prompt to leave the map. I clicked to leave now each time.
That brought me back to where I was in the sector block.
Did this mission ever clear for you, or since it's PvP did it always stay in your mission list? When I go back to K7 and talk to the NPC, it says that the mission is still in progress.
Yes, the first ission from calhoun cleared after i did a land engagement. But after the next mission "pushing back the Klingons" or something like that says that i need to do a border skirmish or hostile takeover. ANd i cant find either.
I am not sure which of the two you are talking about so i will attempt to help you the best I can:
There are two mission types at K7
The resource battlea and I am assuming the border skirmish/hostile take over missions.
The NPC that gives you the resource battles tells you the two systems to go to. Simply enter those systems and you will automatically get this mission. However they are bugged and currently can not be completed because lord knows I tried several times.
I have to assumem that the border skirmish is the different types of PvP which you can enter from the drop down menu que. However, I suspect just like the resource battles they are currnelty bugged or turnef off and you can not collect them. My advice is until this issue become clear or the devs comment skip them or just do Pvp for the skill point etc you get for competing in them.

So if STO can't get this right, why would they bother to get other things right.

Which is funny because you comment on people not being able to read. Although when people read they actually do not look at all the words, but use peripheral vision to pick up fragments of word sequences. So they don't actually stop and look at many of the words, they only pick a few, and let the mind fill in what most likely matches the words before and after it. Also most people drift off if reading something interesting and then do not even process, even as they read, many things they think they are reading. By scrambling a few word sequences, you can actually make much of what you write not readable, or by matching certain styles you can have that clean flow when reading that popular authors have. There is even a test for autism that has multiple the the in the sentence, and most people do not even see it within the test, not within this sentence. because people don't really read every thing typed, they just put together fragments of it. Hence why many people did not even notice there was a sector and a system, probably a linguist would have suggested words that were a little further apart since being so close, peripheral looks at them make them seem the same.

I too have gotten into two missions I couldn't complete due to various bugs. Now, I am trying to do this 'Ending Klingon Expansion' mission and I keep seeing again and again very unhelpful info about how to 'get started with it'.
When you start asking about the 'neutral zone', many player responses in the forums gave vague and not very useful info about where that is.
When you start asking about how to "Enter any Hostile Takeover or Border Skirmish by using the queue attached to your minimap or by entering a system in the Neutral Zone" (and that is verbatim), you get responses like 'PvP queue' or 'PvP' or 'any ground mission' or half a dozen variations... many of the responses literally say 'I don't know how I finished it, but I did'.
I'd call that a major design WTF.
How could this be so hard to understand? One of the first things I've noticed is a lack of consistency within the game as far a the terminology that is used (you are told to go see a Commander, and to get there you go through a door with an overhead sign that reads 'Admirals Office' but you get to the lift and it asks you if you want to go to the 'Admin Office', as one example of many). I've seen this again and again within the missions.
There should be very specific goals, with clear and easy to understand directions or clues. And for anyone looking to provide 'help', the 'help' should really be, well, 'helpful.
As best as I can understand, I may or may not be able to complete the actual required tasks for the mission by completing any number of PvP ground or space missions, which may or may not result in the mission being correctly designated as 'completed.'

Makes me so glad I'm a 'lifer': I know I've only paid so much and I could wait years until they get the bugs worked out and as long as this little venture doesn't go under, I'll eventually get my money's worth.
There's actually 3 versions of the PvP daily, one for the War Zones (Borg Hunt iPvP), one for the Hostile Engagement (Arenas - Cracked Planet, Briar Patch, Solar wind) and one for Hostile Takeover (Salvage Operations and Enemy Mine maps).
So this are the 3 pvp types:
Hostile Engagement -> map types called 'Arena' in the pvp-queue
Hostile Takeover and border patrol -> map types called 'Capture and hold' and 'Assault' in the pvp queue
War Zone -> Locations with the tag 'War Zone' in the System list of the Eta Eridani Sector block (currently only the Ker'rat system for space combat, there was a ground version too but that one is disable due to bugs)

Why was it not possible for, based on your comment, (a) Cryptic to have done 'a' and 'b', and (b) no one else could rub two keystrokes together and just WRITE WHAT YOU WROTE??!?!?!
So if I understand, all I need to do is successfully complete a PvP 'Assault' or 'Capture and Hold' -- great!
However, now that I think I know what I need to do, I need the game to actually recognize that I have completed the assigned tasks and mark the mission as completed. I'll provide an update after I do...

Those are PVP missions as far as I know. Queue up for PVP, the different maps are for different type of missions. Just don't remember which was which.

I don't know the answer to your question but here's a link to a nice detailed map with a list of Systems in Alphabetical order. There may be an update to this, I'm not sure.

I hope you get it. I've had several missions I've had to drop and start over from scratch. I can never tell if the PvP missions are working or not on any given day.
Ahh, this old chestnut. Still not clarified in the Mission Text, of course, but that's what the community's for.
As mentioned above, the Hostile Takeover and Border Skirmish mission is completed by Capture and Hold PVP battles. I've tried Assault battles, but they didn't seem to count for the purposes of the mission. (Enemy Mine never pops, and Shanty Town definitely doesn't qualify.)
As an aside, the Ground War Zone map (Ohto?) also qualifies for the War Zone daily - so no need to get frustrated with the bugged Borg Hunt map.
And yeah; I know it's a necro thread, but it amuses me that a simple fix for clarity still hasn't been actioned for nearly three months.

i run into the same question a few days back.
i realy find it astounding how many diffrent words and paraphrases they found, like "Pacifiy Klingon Heroes" and what not to talk about the same 3 PVP Maps in only 2 Modes.
(so what qualifies Klingon PVP Scum as "Hero" in the eyes of the Federation?)

My suggestion would be for you to type up the mission and post it here. Maybe then someone would be able to give you assistance.
I don't remember doing such a mission myself, but then again I don't pay too close attention to the titles of the missions I do.

That sounds really soap boxish.
What does it say when you pull up the missions tab? Press J. Usually they it'll offer more info than what an NPC says.
