This ship is either the pinnacle of the fleet or a silly bug. I encounter this enemy today. OMFG what a turning radius on this ship! Spins on a dime! Turns a full 180 in less than 1 second! This cant be by design, can it?!?!

Tractor Beam stops that TRIBBLE. Always roll in and pop an aux battery and throw it on them the moment they turn their forward guns away from me. They are usually dead by the time the Tractor drops.
I usually let them fly around and wait until their EM buff is nearly spent and then use my own Evasive Maneuvers to run away in a direction opposite to theirs (or as close as possible without wasting too much time on turning).
By the end of my short sprint they are at 7km+, flying straight to me, front shields failing, High Yield Torpedo on the way and I am in a position for full broadsides.
As a cruiser pilot, watching this ship do hilariously silly, unnecessary doughnuts around my ship is not only ridiculous, but feels like a sadistic joke. It's bigger than me!
Really, I stack APA and EM and barely manage to come about before they expire.
Can see why they would be a PITA for cruisers. Luckily escorts can kill them in a single pass. Jam sensors and tractor beam(repulsers would work also) are your friends.
I usually hit them with that crew interruption attack as soon as they use Evasive Maneuvers as it stops it right off. I also tend to engage with Scamble II, ends up making them attack each other, really fun if you get 3 battleships and 3 escorts in one go. I can actually tank 2/3 of those Mogai at Commander 3. They are pretty quick to kill. They also don't turn fast unless they have their buffs running, so it is easy to out maneuver them.

Yep, same here. It's like it sticks a cannon on my saucer, and then starts twirling like an ice skater. I never realized the Romulans were into that sport. I'd say put them on the same level as the Klingon Raptors; still fast and maneuverable, but not turning like an IndyCar.
I've never noticed the quick turn on a dime effect, but I've heard of a glitch regarding the mogai escort, and have experienced it as well, every once in awhile, the damn thing will critical me for more than 20,000 damage! I literally go from full hull to defeated in one shot, jeez
Not a glitch - they have APA, TT and HY, along with boosted NPC stats. Those three together produce some really high crits occasionally.

attack patter alpha + evasive maneuver is what they use as often as possible if those 20sec are over it atacks like every other escortish enemy.
