Why am i Lagging to hell on anythign more than minimum settings

As title says im just wondering if it my system or net lag any comment or suggestions would be appreciated heres my system specs im not to clever when it comes to tech stuff so i just copy dxdiag and paste please help :)

    Id say your first problem is Vista.. Vista requires 2 gigs mem just to run while xp does not. So that only lets u get a away with 1 gig ram.
    I run at full. graphics, and yes I want to upgrade my video card anyways but I have no lag.
    Try lowering your resolution to 1024x768 or what ever till you stop lagging.

    Also try turning shadows off. <-- major lag causing effect
