Space/Ground Icons Disappearing

I tried to search for this issue but could only find complaints about the game in general, so I apologize if this is posted elsewhere.
Every time I log in to the game some of my ground/space quick buttons/icons disappear. In particular I notice that it's slot #4 for my ground icons and #4 for my space combat. It's mildly annoying to have to put these icons back every time I log in and sometimes even after I've been playing for a while.
Also, the game does not seem to save my settings to have 2 rows of quick buttons/icons and I have to click the option every single time I log in.
Is there a fix for this that I am not aware of? I am the only one that seems to have this issue?
