I've seen a lot of people complaining about cryptic nickel and dimeing us with the Federation Klingons and Ferengi, but the more I think about it, the more I realize what they did was a good idea.
Think about it: In the game and the cannon timeline, there should still be Klingons in the Federation, even if we are at war with the Klingons. Worf wasn't the only Klingon in the Federation, after all. There wouldn't be many Klingons in the Federation, but there would be a few.
The problem is that if everybody could choose to be a federation Klingon it would be a very popular race to choose. I see the micro-payment as a way to control the population of the Federation Klingons, to make it fit the narrative of the game better. Cryptic does make money off of it, but the payoff for the players is that the game stays within the boundaries of the narrative set up through the TV shows and movies, and to me that's totally worth it.
I don't particularly mind either, and that's definitely an interesting perspective. I do wish they had included the Klingon sash as a costume option though. Hard to feel like a real Klingon warrior without some of hardware.
