I agree I would like to respec my toon! I have made some mistakes in using skills. Hey I am learning!

I haven't played an MMO yet that actually charges to respec your toon. I couldn't believe it when I found out that Cryptics other MMO makes you pay for respecs!! Id hate to say this because I enjoy playing STO, but if they do start charging money for just a respect, then I will have to step away from STO and find something else to play. I hope that day never comes!

Cryptic's deal with saying that federation Klingons and Ferengi being C-store only is completely reasonable. If it weren't like that, the game would consist of Federation Klingons fighting Klingon Klingons and no one would play anything else. Yay Civil war!

Even though Cryptic uses the micro transaction business model, which many people are against, the idea of getting a character to max level, realizing you made a mistake, or simply find the skill set you have boring or ineffective, then having to pay real money just to try something different is ridiculous. No one would stick around in a game like that. Plus what if they changed a skill that made it less than savory? or changed another skill that made it more attractive? Why would anyone pay real money for that?
This feature will be implemented when it is ready and you can bet it will not require a micro transaction. It might also be available that way, and just really hard to get in game, but it will be attainable.

Generic Deflector Arrays have three stats
Deflector
Emitter
Sensor
Deflector covers both Deflector Dish and Deflector Field
Emitter covers Hazard, Tractor Beam, and Photon Effects if I'm not mistaken
Sensor covers Senser Array and Sensor Probes
The only thing this effects are Science Bridge Officer Space Powers. The info panel for the power should tell you what "System" it uses.
So.... if you had a Bridge Officer with... Jam Sensors 1 and the following equipment.
Random Deflector:
Deflector: +8
Sensor: +10
Sensor Array: +12
You would gain a total of 22% to usage of Jam Sensor 1 (+10% from Sensor +12% from Sensor Array).
All of these +XX effects that were never really explained... those are stacking percentages.
So... your Captains Skills....
Lets say you take Starship Command to 9 (thats +18), then Cruiser to +24, then Heavy Cruiser to +40.
All of the effects listed under the Starship Command Tree would get boosted
Heavy Cruiser +82% (+40%+24%+18%)
Cruisers would be +42%
All ships +18%.
But they still need to do a better job of providing a CLEAR explaination on the function of certain skills.
Now... this LEADS me to believe that since my captains skills affect my BO's abilities... equipment and Skipper-Skills should also stack. (I.E. if my captain provides +48% to Science Skills and my Deflector gives +40%, then my total bonus SHOULD be +88%) But this has yet to be confirmed.

I played Champion at launch, and STO mechanics are very similar. Basically, you got a respec (which was not available right away if memory serves). Notice I said A respec as it ONE. Once you used that you were SOL until one of two things happened:
A) They drastically changed a skills effect (Which happened frequently)
or You bought one from the C-Store.
Frankly... it will get there. I just hope I can get a BO respec at some point. Dumping skill points into a BO Skill, only to realize there was a trainable higher version ****ed me right the F@#$ off. And at the rate I gain BO Skill Points... it'll take fo-eva to retrain

The percentages do not stack. A "stack" of percentages means that one is on top of the other. In fact, they are both applied at the same level, neither on top of the other, and thus do *not* stack.
It makes a difference. For example, suppose you have a 10% bonus, an 18% bonus, and a 20% bonus. If they stack, it works like this:
That is a stack -- one stacked on top of the other. Instead, they are simply cumulative, none stacked on any other, like this:

You will always get a greater bonus if they stack, since bonuses give bonuses on bonuses.

I really hope they add a skill reset option soon. i've seriously screwed up my skills because I had no idea what anything did as I was playing at the start,
what would be fair is that, when you get started through the initial tutorial and points to train some skills, to be prompted that there IS a skill cap in place and that you have to be careful what skills you choose to train so that it fits with the way you want to play.
Yep reset please, part of the gaming process is to make mistakes. Perhaps a similar WoW system using energy credit or merit points is needed.
I am not entirely sure what the numbers mean other than more is better. Regarding what they do I only really figured that out by my bridge officers skilling up. Also there should be more pointers towards the skill sets (P) and the trainable bridge crew skills.
The way things are at the moment, you pick skills and use points for abilities you don't have yet and know nothing about. This means your original character has messed up skills but at least your alt is ok. It's a bit of a horse before the cart scenario.
Yesterday I did an oops and put two points into a skill I did not want. I accidently put two levels into photon weapons instead of phaser. Only after spending those points did I realize the mistake.
I have to agree with the gneral consensus, the skills do no give a good description of what they do and how the effect stats. Lots of trolls say "hit P and that tells you." Well guess what that only works in space. It also does not work for EVERY skill.
The skill system as a whole needs to be redone. We do need respecs, but we also need revamped skills. If we just get free (or very cheap) respecs, people can exploit that too much given the way the tree works (some skills only useful at certain levels and so on).

I don't really see that as exploiting a respec system... it's similar to WoW - you'd wind up with your leveling build(s) and your end-game build(s), and that actually goes a long way toward keeping a skill system like this one has become fun.
A respec system, implemented quickly, would buy them time to rework the skill system to fit with a capped design. I know that I'd have a whole lot less to complain about if I could just respec my level 45 character around a couple of times - there are things that I want to try, but can't, and I spent a few points sub-optimally along the way...
You people are acting like there are no respecs coming. They are coming, there just not here yet, and it doesn't make a world of difference right now. There is no endgame that needs a specific build. Yes, they will be attainable through ingame currency/items/something you earn in game and they will be available in the C-Store to buy, for people like me, who dont worry about 5$ making or breaking me.
