using abilities

Since the game is down...again. I might as well ask a question to the populace.

My bridge officers are all Lt. rank, and I've trained several in added abilities all the way up to lvl 9. One of my officer's new skill posted right next to the ensign skill. Another officer I had to hit 'P' and add the skill to my ability bar thingy. I have one officer though that I really want to use their skill, and for the life of me I can't figure out how to access it. They are a bridge officer, I can access their ensign skill, but their Lt. skill doesn't show up anywhere to use. Any ideas how I can access it?

    Your skill usage is limited not only by your officers but also by your ship. eg a t2 escort can fit 2 tactical officers but only one can use a L ability whereas the other can only use an ensign move. The t2 escort also has slots for one eng using an ensign ability and one science using an ensign ability. So regardless of if you have trained them your ship has to be able to use them. As you move up in ship tier they give you more options in the way of using higher ranked/tier skills.
    Hopefully I am not way off base on your question.

    That is the dumbest sounding thing I've ever heard. What good is training my officers if I can't utilize their skills? I could see having to choose between the ensign and Lt. skills for each person, but only allowing one? WTF. Also, where the hell is the manual on this game? A lot of things make no sense and is learned via trial and error. This is a nerd game, there should be a 4,000 page manual. ;)

    lol as you move up in ship tier you can utilize more moves.... and btw the manual, as the tutorial states, is on the menu when you click on the question mark button beside your hud. It will tell you everything I have.
