As I've been playing the game I've noticed a lot of different stats both on your Character and Ship. I'd like to see a list of all of those stats and how they effect you.
For instance why does an increased Deflector rating actually do for you? I have a deflector dish that says, "+9.2 Deflector, +9.2 Deflector Dish, +9.2 Sensors"
Also on the ability "Evasive Maneuvers" it says, "+TRIBBLE Ship speed strength, +TRIBBLE Ship turn strength." While other things say "+TRIBBLE Ship speed, +TRIBBLE ship turn rate"
For science skills, which use deflectors, emitters, and sensors, this is what effects what. How the bonus calculates to effect on each skill kind of varies by each skill since its not a straight +stat to dps conversion.

So some stats mean nothing unless paired with Skills? I'm looking for a list of stats latent or passive effects. Maybe this is something the Devs could add to the "Manual"

For ship gear, pretty much from how I understand it. Obviously there are stats that just are +photon torpedo or +some other weapon system. Those are pretty obvious and generally add some damage to the weapon system.
I don't know of anyplace listing all the stats and effects because there is a ton of them but at least this gives you an idea of how the system works.
It's all very confusing to me too. Right now I'm just flying on a wing and a prayer. I try to keep all my equipment at the highest level possible until I find out what all the stats mean. What gets really hard though is if I have two green items of equal level that have different stats. Then I just pick what sounds the coolest because I have no idea what the stats do.
