I've been noticing this for quite some time now. I've observed that, if you have a torpedo bay ready to fire and activate High Yield, you get a quick 2 or 3 second cooldown before you can fire.
That is OK, but sometimes i've noticed that after that cooldown, you press the launch torpedo button and the torpedo doesn't fire. You still get the normal 8 second cooldown for having fired a torpedo, and the high yield buff goes away, but no torpedo is fired.
And another thing i've noticed is that sometimes the High Yield cooldown on the torpedo themselves will sometimes reset before firing. So you get a bay ready to fire, enable high yield, get a 3 sec cooldown, hit the fire button, get another 3 second cooldown and then you can fire the high yield torpedoes.
I've taken some time to notice this because obviously i only use in battle. But i started paying attention when i observed the long time it would take for high yield torpedoes to fire, making the window of oportunity useless..
I have possibly encountered some "interesting" mechanisms involving Phaser canons, torpedos, as well as High Yield vollies, both regarding the cool-down aspect, as well as trying to fire simultaneous (or near-simultaneous) volleys.
It's kind of annoying actually, but I've largely adjusted to it.
I've noticed the being able to HYfire twice but never the not firing. At first I just thought I wasn't hitting the button but now I just chalk it up to the skill of my Tactical Officer. If the not firing thing happens it could be some sort of random Tactical Officer incompetence.
Yeah, I've noticed the same thing about some sort of cooldown for high yield. After activating high yield you can't fire immediately and have to wait for another cooldown to finish.
I haven't experienced the inability to fire the torpedo yet though.
And yeah, annoying when you've got the ******* in your sights and the pseudo-cooldown gives you torpedus interruptus.
A single time or two I've had that problem that the high yield salvo didn't go off, but the timer reset anyway, but I've also had the problem that sometimes most weapon and shield effects disappear on my computer, while obviously looking at the damage counters over your target, both are still there, so it may be that the HY salvo did go off, but the graphics didn't play.
I'm thinking that it is lag related, since it'll only happen when my computer is laggy.
