I believe when you put that code in (from the Gold Edition right?) it just shows: STO Gold Edition - you'll need to input the code from the game manual too (which is a 'standard' edition code).
The code on the slip of paper is your uniforms, the code on the back of the manual is the retail key. When you activate the code from the manual, it will say STO Retail, the one from the paper will say STO Gold Edition (I'm assuming this is the one you are talking about).
As others have noted, there's a few different server clusters involved for an MMO. Star Trek Online is run across hundreds of machines. The game can be down, but the account/billing service can still be running. Or vice-versa; the game can be up and account service can be down.
Even within an MMO's game world, it's possible to have...for example, all the servers that run Deepspace Station K7 be down, while the rest of the game is okay. That happened yesterday.
Regarding the codes:- yeah, there's two keys you need to enter with the Gold Edition.
When you register a new game, the account service will prompt you for your personal details - credit card, debit card, and so on...so it can put you on a subscription plan. It will automatically prompt you for a subscription choice.
Here's the important thing: It will not charge your card or paypal account yet. It sets you up for a subscription, but the sub only takes effect AFTER your 30 free days of game time expires.
So you can, after registering, immediately go and cancel the sub plan.
