Maintenance skills do not directly affect your systems. They only affect skills relating to them.
So Weapon maintenance will not change your DPS or RoF, but it should boost High Yield or Overload.
Efficiency skills -do- directly affect your systems, but only at lower power levels. Set Wpns to 25, and they'll actually sit at 30. But set them to 50, and they may only sit at 52.
Performance skills add directly to power levels, regardless of setting. 100 becomes 105.
This has nothing to do with what profession you play. If your ships have weapons this will boost power to your weapons. You have sliders controlling your ship's power levels. One of these power levels is weapons. The in-game description says this skill boosts power to your weapons. That is what it's talking about.

Tons of people wonder whether that skill only affects pistols (ground pistol weapons damage) or if it covers any and all firearms they may wield (as well as firearms).
What they don't realize, is it basically means firearm abilities, threat control abilities, and close protection abilities.
Maintenance looks like it would cover more, but it doesn't.

Anything that is a weapon ability, though not the weapon or power levels themselves.
or is it just my boff skills, as im an engineer is it worth leveling this up?

To the best of my knowledge, the only effect of Starship Weapons Maintenance is to boost certain abilities (the only two I'm aware of are Emergency Power to Weapons and Directed Energy Modulation, but there may be others).
It has no impact on weapon power levels, or on weapon abilities like Torpedo: High Yield or Beam: Overload, which are not directly affected by any skills (as the attacks they modify are already affected by the appropriate weapon skills).
