Costume slots?

I recently ranked up to Lt.Commander which stated I unlocked an extra costume slot, however when I head to the tailor it wouldl not allow me to create a new uniform and only allows me to modify my current, anyone else having the same issue?

    I believe the message I received was free costume "change" and not slot.

    I added a rank pip. Woop woop. :)
