The Devs probably didn't want an armada of Chang-Wannabes marching through the Empire. As for Riker... as far as I can tell, many people don't like him anyway, so chances are slim that too many people will pick that name.

It's also a very common Chinese surname that has no business being banned just because some Klingon used the name a hundred years ago.
You see, anyone who would be decended from Chang's bloodline would be a fierce , unstoppable opponent. A Chang leading a Klingon Fleet could deliver a massive blow to the Federation. Since Feds whine about everything, they figured they just nerf the Klingons by not allowing any Changs to surface.
I think this is dumb to block out certain last names, especially common ones. Ones like Chang, O'Brien, Kim, could belong to anyone. It's especially dumb to limit the names on BO's, as we're pretty much the only ones who see them anyway.
If someone wants to run around with fake Spock and Kirk, let them since it doesn't affect anyone else. Or if you're more creative and want to use the offspring of an established character, you can't do it because of the last name restriction. Lame.
