Suggestion: create character utility for offline mode (server down mode as I call it)
Users should be able to purchase the ability to run an app in offline mode that allows to create faces, costumes and ships. When people cannot play, this gives them something they can do that is time saving, does not detract from the game, and allows the perfectionist to be who they inately are.
Faces: We should be able to make our own presets. Allowing us to build who we want, with only having to make slight modiciations when we are given a new candidate. Allowing the end user to operate this in offline mode reduces server strain and in the end saves Cryptic money.
Costumes: Why can I only save these with the race specific features attached. Please make it so I can create and color uniforms in an offline mode. I also want to standardize my uniform loadout. When a new officer joins my crew, they need to wear my shipwide standard uniform. I also need to see this automagically on every crew member on my bridge. I need to be able to load uniforms that are just the uniform.
Ships, well, these are kinda skimpy, an offline editor for these would be pretty cool. Also, the skins you have for the ships are skimpy. Please supply more skin types, and why arent we able to put battle damage on our ships?
Indeed! Some kind of "offline mode" that lets you create presets for faces/uniforms/ships would be handy. Probably not a top post-launch priority, but something to be added to the list.
For what it's worth, I'm working on it so you can port uniforms between savefiles of different races, I just need savefiles for more races (only have for 4 so far). Will be built into my costume renaming tool.
I truly feel that the offline mode would be an amazing addition to the game. Please drop it as a user based suggestion at your next dev meeting. I bet that It has already been discussed!
The part about designating a uniform for when the officers report for duty is a nuisance reducer as well.
In real life, officers ask local military administrative authority what the locally proscribed uniform is, and they report for duty in the uniform that their commanding officer expects. I expect no less from the federation, in fact, you may recall that Riker chastised Roe Laren for reporting out of uniform.

Just so It's clear (and I don't get in trouble ) I don't work for Cryptic, I'm just a player who can program, and I'm offering the tool I made for my own use for others to use. But I definitely agree with all you said.
Sometimes I go away for business and don't obviously have access to my powerhouse PC, hence I cannot game. Everything you said above would be fantastic, but I am also a RPer and would absolutely love to have access to my online "Captains Log" from a website.
Being away on business gives me a lot of downtime (and trying my best not to goto a strip club, missus doesn't like that haha) and having some way to interface with my new favourite game would be mint.
Imagine being able to update your Captains Log and having others be able to read what you have been up to ingame while you are out of game. In fact, can others even read your Captains Logs?
On another note, I created a new alien race (supposedly) and would really like to have my entire crew be that race, we should be able to save a male and female template of the race, as well as name it (this should be unique) that we can use when modifying new Bridge Officers and creating characters.
These offline modes you mention would be a great idea. Would be nice to be able to change the templates around and just have them waiting for you when you log in ready to be assigned.
Offline mode wouldnt truly be offline, just out of the MMO side.
Wouldnt it be cool to have a little applet on your desktop that can grab anomalous data from your ship, let you tweak it to gain mods...with failures, catastrophic failures, etc etc.
Why isnt there a mission creator that allows us to create rough outlines for missions, for submission to Cryptic?
Why does every window that wants to tell me something steal my focus...especially when I am in a space battle!!
