I was able to get the shuttle out in open beta. But now its saying can only get item once per character. And I havent obtained it yet since launch. I also remember trying to get it out on my second character in open beta and got an error also. Could it be its currently flagged once per account and not per character and its seeing my open beta character as already taking it so now I can not get one in live ?

I'll bet you it's just once per character, even if you create another character with the same name. It's still going to be treated as a different character.

As above, I redeemed it in beta, and now it's greyed out and says one per character. My character is completely different in every way to my beta character, though.
I have the same problem, made a character while waiting for the borg to be fix.
I of course played with the shuttle pet.
And then when the borg was fix (It worked for me, I'm sad some of you out there still don't have it working).
Anyhow then I deleted the previous character and then remade him as a borg.
And now I face the same problem, it's there in the C-Store but it's not possible to get it again.
Worried me a bit, what if someone managed to accidently delete the shuttle pet.

Ditto. I redeemed it in headstart on a throwaway character I used until my Liberated Borg was unlocked.
Put the pet in to my bank, deleted the char, and rolled Borg.
No shuttle in bank.

Same happened to me - made a character to come on and find out where the Liberated Borg was, found out c-Store was broken, waited for it to be fixed and applied the Shuttle pet, deleted character and recreated as Liberated Borg when it was made available, now I can't claim the Shuttle pet on my newly created Borg.
I redeemed the code during open beta, saw it on my account page on the website. I never checked the cstore during beta to see if it showed up. Made a real character today during headstart only saw the borg lifetime character in the cstore which i activated before they changed the method. made a borg character and then saw the shuttle pet in there greyed out. It gives me the same exact message about one pet per character. I never once attempted to redeem it before my borg character and it doesnt work so I assume its the cstore that is broken. Not that its bound to a deleted character of yours.

Mine was grayed out but I could still get it from the C-store & get the only once per character warning. It went to my inventory & put it in my ship device slot & I now have a little shuttle following me in space.

Cut'n'paste gm brought over from CO it seems
Below is the response I got from a GM and it doesn't feel like they read what I put in my ticket. I'm having the same problem and can't get the greyed out pet for any of my characters. It's only a minor annoyance at the moment but having my ticket closed without it being resolved annoys me a little more.
"I am unable to unlock the Shuttle pet for my character. It is showing in the C-store but I get an error message saying "Unable to complete transaction (reason not specified)".
There is also highlighted red text saying that I can only purchsae the item once per character but I have not done this with my current character.
Also the Admiral's unifomr is not showing at all in C-store.
I'm aware that my other pre order items will unlock when I get my retail key but I thought these would be available during the headstart.

Wow, that's great! I've opened a ticket yesterday, now I have an answer which is telling me I can still redeem it by double clicking it, even it's greyed out BUT the shuttle is gone from my C-Store menu! Oh, that's so annoying!

"You will receive special items when you activate your retail key, on or after Feb 2, 2010" in this line it seems the GMs are saying to you that the items will unlock for your account when the retail code is entered. at least the policy, and hopefully the account server will recognize this.
and in case after you enter it: If after you enter your retail key you still do not have your pre-order incentive items, please contact Billing Support so that they may look into it further. Then they will decide to do something about it.

If you happen to be one of the few people whom it actually works for, please keep in mind, the UI is hosed and double clicking it, should redeem it, even though technically you shouldn't be able to. But again, if after you enter your retail key it doesnt work, then we hoping the devs upstairs will give us actual GM powers so we can grant it, or your otherwise screwed. wish we could help. The GMs

Yeah, it's there. Just not able to purchase it.

Pretty sad now that I cant get it seeing as I ate there like 4 times to get shuttles for all my east coast friends...lol
