Your Boff abilities and your captain abilities are totally separate. So you are correct that you will only ever be able to use Lt. ranked Boff abilities. But regardless of what ship you pilot or how many consoles you have you will be able to use all of your captain abilities.
Your actual captain skills you will still gain all the way up to the top and you can use them no matter what.
The Tactical skills you gain the ability to train you can train them, its just with the way the slots work you wont ever be able to use them.
Any skills that you can train that are Engineering or Science related, you can't train to your BOFFs. It relates to whatever class you picked, sorry. That doesn't mean you still cant get a BOFF with those skills and use them though.
Personally if you're in a cruiser I feel most of your damage will be from sustained fire rather than from ablities, so its not too important. I too am choosing Tactical / Cruiser.
Just remember that in order to buff up your tactical skills you're going to have to put points in the Escort ships. Im sorry to say that the Cruiser line only applies to Captains with engineering skills. So to get the most out of it youll have to put points in both.

Can you expand on this? The Cruiser Captain skill doesn't make a Tactical officer better at Cruiser handling? Tactical powers (e.g. ramming speed) are improved by the Escort Captain skill? That seems weird. Or am I misunderstanding what you mean?
Did they ever clarify before the boards were wiped if it is possible to get a blue officer that has higher ranking skills in lower grade slots? I don't remember ever seeing clarification on this.

You shouldn't see an ensign Bridge Officer with High Yield Torpedo II in his ensign slot ever. However, you will notice that some green, blue and purple Bridge Officers have skills that you can't find anywhere else, as well as better versions of the same traits that your normal Bridge Officers will have.

Being a hybrid (an officer in non-recommended ship) is possible to fly successfully, and in some cases works out really well. Just be aware that you will never be able to train the really high level BOff skills to your officers yourself and have them usable.
The highest console on a Cruiser is Engi, and so you will have to get an Engi friend to train a few of the level 4 skills to your Engi officer for you. You can't cross train officer skills (so as a tac officer, you can't train your engi officers with skills yourself), so while you'll be able to give your Tac officers some awesome skills, you'll never have a console high enough on a cruiser to use the level 4 skills on them. This is exactly what I was looking for, thank you. You probably just saved me quite a bit of frustrated game play time, as I tried to figure this out on my own. xD. Maybe it's just me not reading well enough, but I think Cryptic should clarify this stuff better.
