even if it is a 5700 (which i have as well) it shouldnt matter, no matter what game it is, you should still be able to get past the start up screen and change the in game settings. now the game might look crappy at low settings but at least you can play it. right now i cant even do that and i dont have the money for a small replacement card right now either
First when the login screen launch on top click "Option" and check Safe Mode. Now once the game has loaded go to the Option button on the mini map = and under Video Set the Half Resolution to ON and in game resolution to 1024x768. It wouldn't be pretty be it should work.
These setting should also help.
In the option - video set
Monitor Verttical = On
Half Resolution = ON
Antialiasing = None.
Dynamic Lighting = OFF
Light Quality = Low
Bloom Quality = Low
Screen-space ambient = Off
Reflection Quality= Low/off
Cinematic focus = Off
Limit Frame Rate 30.
Your system is way below specs, that's the simple truth.
I was wondering why someone said he had to update the cpu and mobo too. Then I did a search to see the 5700 is showing as an AGP card. Ouch. I think I've seen one of those still in a museum.
Upgrading the card would mean getting a board that can do PCI-Express and more than likely will need a new CPU.

pegasus is helpful, white knight... not so much... and before you complain i didnt put up my specs, i have everything but the card reqs. ahh to have money to spend as i want... to bad i dont so i budget my money as i can... and right now, a video card is on the low end of my things i need to buy.
My 10 year old comp can run STO on max settings (or least max for everything that isn't greyed out which is actually 1/2 the options but still) at 30 fps, though in it's prime it could've done alot higher. Faulty motherboard required me to replace a few of the capaciters, and I'm quite sure some other things are burned out or ging bad on it.
Anyways, update your directx and try redownloading/installing the client, it's possible it could be a bad download.

If you are using a card that doesn't meet minimum requirements then basically you are on your own in fixing it. And not being a smart-alec but other than possibly not having DirectX 9.0c or turning your video options down, there is nothing anyone can do for you.
And just to be clear, I know the supported requirements basically mean that if you can get it to work while being below those, then more power to you. One of my pet peeves is seeing people say supported means it will definitely not work when in fact it means the company in this case Cryptic is under no obligation to help you to get it to work aka give support.
But with such a low card by today's standards you will find a lot of games now and in the near future will not work properly on your setup. And what exactly are your specs? With a lot of games, I've seen people able to run a game if they are below one requirement but way over in the rest sort of compensates.
