...you must play the tutorial until you receive your special Delta Recruit tesseract transceiver device. Once you receive the device, your character is a Delta Recruit and you can complete the goals any time and claim the rewards, even after the event ends.
Actually, we've seen that the tutorial will become bugged if you stop playing the tutorial right after you receive the special thingummajig -- expecially for Romulan Republic characters.
I'd strongly recommend that anyone planning to create a new character during this event, play right through to the end of the tutorial to avoid potential issues.

Are these events ever going to be updated for older players to gain benefits? I feel like that should be their target audience, unless there's a huge influx of new players that I'm unaware of that they are focusing on.

The "recruit" events are designed for creating a new character. That seems very unlikely to change.
Older players DO benefit. All other captains on your account gain claimable rewards unlocked by the new character completing their recruit tasks. Look at the "account reward" column in the wiki - https://stowiki.net/wiki/Delta_Recruitment - traits, marks, crafting mats, dil, an admiralty ship.
Or do you mean updated to add new recruit tasks and new account unlocks? That could make sense to get older players to have their recruits (re)play story episodes or other grinds.

As mentioned above, there's already account-wide unlocks that benefit old and new players alike.
If you've already completed all the tasks, then your Recruit character can still benefit from the extra Dilithium gained just by playing the game.
If you're looking for new tasks to be added, then I think you're going to be waiting a long time, as these events already feel fully fleshed out.

Isnt it about time you made new ones of these? Like why isnt there a Rommy one? also isnt it about time to add more Races to the pool or even god forbid another playable race and Story to go along with it.
Everytime I see this announcement, I wonder why Cryptic doesn't make a Delta Quadrant content update to go with it.
Specifically, playable DQ races.
I want to create 2 new Captains, but since those 2 are DQ specific species, I never get my wishes......
I would be motivated to create my DQ recruits if the options I desire are provided, but since they are not, I just ignore the program.....
Not interested in Custom Alien mimicry.
Putting on a dog mask doesn't make a Captain a Wolf!
