I've got a suspicion that the person incoming has already been name-dropped in one of the episodes with La Forge.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
At first I thought the message was sent to Geordie, but that response certainly doesn't seem to be coming from him.
Worf? Seems too obvious, but given what we saw in Picard S1, I wonder if Hugh will be teaming up with Elnor...?

Someone familiar with La Forge and known to write holo-programs with Borg and damsels in distress.

I hadn't remembered this myself, but whilst reading a thread on reddit, I was reminded that Hugh's last words to Elnor were that he was a hopeful fool. That the reply was signed a loyal blade means it can really only be Elnor. The question is, who is Hugh is scouring dimensions for.
I've seen it suggested that the woman in question could be Dr. Agnes Jurati. The events that occurred during the second season of Picard would certainly make her a prime candidate to be featured in this storyline, and the reality vortexes we've been dealing with in this story are based on the anomaly her ship was last seen guarding.
I just hope this arc affords us the opportunity to see the two most prominent members of the xB community at some point, as it feels odd that Seven in particular, given her involvement in previous storylines, has only appeared in a lore blog thus far. Of course, the big one though is obviously Jean-Luc Picard, and a story about the Borg with multiversal repercussions seems like the perfect time for him to appear.
