Unless they finally give reflective abilities a bite again i don't think this console will ever rise above the level of a novelty.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
I'll grab the console and test it on a FBP build, but ever since the FBP readjustment abilities/consoles/science powers with reflection have not scaled with damage.
It is doubtful that the devs will make reflective abilities more powerful for one single giveaway console.

Hey gang, the event went live, but I am hesitant to do the event cause the Campaign wasnt updated with the current event.
So likely 0 Campaign progress for running the event.

Have just run it and I can confirm you do get the rewards on both the 14 day and campaign progression.
You hope that the console enables AFKers as you don't want to play anymore? What a weird comment to make.
Not really a weird comment, but one that described a certain playstyle that is, unfortunately, no longer frowned upon even by the game designers. That playstyle and the underlying attitude is weird, that I would agree with.
Pending the patch in a few hours doesn't update the stats, which it might given the blank icon for it, the console doesn't look particularly impressive.
Stats:
"*+34.2 Energy Damage Resistance Rating
*Gain 7,343.8 Temporary HP every 5 seconds while in combat (Does not stack)
*10% chance to reflect 9% of the incoming energy back at the target, reflect damage scales with Auxiliary power (50% Shield Penetration)

The reflect damage % in tooltip didn't scale with varying Aux levels in DS9 space, so no idea how much that will potentially help this console. Unless the scaling with Aux goes way past 100% at high Aux levels, this is kinda a dud for an AFK build. Durability is minimal, as most deaths seem to be torp damage, so having only Energy resist will only mildly help there. 7k temp HP isn't a lot, that can easily be blown through in less than 5 sec even against Normal enemies, and the resists don't apply to temp HP unless they've changed something.
If they would change the resistance to any resistance and the reflect chance to be always reflect it would be good, but as is it is there it is rather meh.
... they seemed to have nerfed the Temp HP the console gives to a bit over 6k in the tooltip of the Event page after the patch. This brings it from near useless to near useless. They did at least technically buff the reflect to 10% chance to do 10% reflected damage. Oh, and now there's a Buyout button, so we might see someone take the hit and see what Aux power does (still does nothing to the percents listed in the tooltip, even at 145 Aux power).
