I do not know if there is some sort of delay i.e. has not actually started as of 17:41 UTC, but did both event pves and the campaign has not been credited.

I don't think so. But loadouts seems to be working again. Tried to switch few very different configs and traits loaded correctly, so far.

Same issue. The event is broken. They will fix it and extend the event to compensate for their failed QA of the event prior to launch.
My fleet mates figured out what's happening: it's incorrectly crediting 50 progress points to Event Campaign VI instead of Event Campaign VII.

Does fixed internally mean if I play now then I will get progress to the correct campaign now?
No, internally means Cryptic's own dev servers, not the player ones (which are called 'Holodeck').
