Originally, we were told that we needed to complete the tutorial and claim the temporal transponder thingy while the event is active. But that was before re-runs were held.
So do we have to complete the same iteration of the event that was running when we created our toon? Or can I continue making progress on a toon that I created during the last Temporal Recruit Event?
I'm asking cause I have one toon that was created last time when the event was running, but I didn't get around to completing the entire tutorial / all of the 22nd century missions. So he is a recruit and he is still somewhere in the 22nd century, somewhere halfway through the first storyline.
I think you can only acquire the temporal transponder during the pertinent event, but I may be wrong. However, due to that character being a DSC/TOS character created during the prior event, they might be able to simply resume their mission during this event and obtain the transponder. It's worth looking into (rather than forcing you to delete/recreate a character. All else fails, you didn't get very far on that toon, so you might not lose too much if you simply overwrite them with a new temporal recruit.

If they have the recruitment device, then they are a recruit. That's the key state change here. If you progressed pass the point the device was given outside a recruitment event, then they cannot become a recruit and you should start the character over if you want the rewards. If they have not gotten to that point yet (I don't recall where it is for TOS, but I think it's early as the TOS intro experience features some recruitment objectives IIRC) then when the event is live your version of the tutorial should be updated during the event to allow them to become a recruit.
It's why you can't just create a character then sit on it and complete the tutorial version whenever (very directly stated with all recruitment blogs). Your tutorial state (one way or the other) isn't preserved. When you play, you get served whichever version of the tutorial is live and whether that allows you to get the recruitment device is what ultimately determines whether you can become a recruit.

Existing Temporal Agents will be able to complete these new goals as well, and if you’ve already finished them, you can claim the rewards immediately.
The word "new" is now 'old' in that sentence and really needs to be removed.
It made sense a few years ago when the Temporal Recruit Event was given an update, but each year you include the same text making it look like there's been another set of new goals added.
Just change it to: Existing Temporal Agents will be able to complete these goals as well.

Only the TOS characters, the Temporal recruitment was originally part of Agents of Yesterday, which was sort of the official TOS expansion. All the map resources are unique to TOS and have no resemblance to DSC (and not a lot of resemblance to SNW either, though it is definitely closer, for that matter).
It is close enough that you could ignore some of the differences and do some of the character concepts introduced in SNW as long as they can be done with Human, Andorian, Vulcan, or Tellarite character model restrictions. And the funny thing is, CBS apparently designed the SNW Starfleet HQ satellite based on the one in AoY so that link is there too.
Weirdly, the Temporal reputation on the other hand has nothing to do with TOS and is instead all about ENT's Temporal Cold War stuff.
I know that there were only a few races/species featured as main characters during TOS, there were quite a few races shown throughout the series (Klingons, Terrans, Romulans, Orions, and even Gorn, among others), so it begs the question: why no TOS "alien" species?
Not that it matters too much, considering all four TOS species have good perks. I'm tempted to play as a Vulcan, considering I can use my new toon's Epic token to select the T'Pau (which is good overall: very maneuverable, hits like a truck, great trait and console). That's one option I'm contemplating.
