Reactive Radiometric Shielding console recharge time not reduced by Unconventional Systems

The console Reactive Radiometric Shielding from the Merian Command Science Dreadnought isn't reduced by the unconventional systems perk. Upon activating its active ability "Reactive Radiometric Shielding" the console works as expected and then after it ends the cooldown time is not moved by the Unconventional Systems player trait.

I was messing around with this console after unlocking it from the Mudd's bundle and was surprised to see it wasn't reduced when activating my control powers. This was tested both in-combat and out of combat, both produce the same result.
