Fusion Cutting Beam Universal Console Bugged?

So I dont know if it is a bug or not.

The Fusion Cutting beam Universal console from the Chekov states that

"Establishes a Fusion Cutting beam for 20 sec that tracks your ships primary target

But in my experiance it doesn't do that. The beam instead seems to lock on to a random part of the background where it then stays. It doesnt actually seem to lock on to whatever im targetting nor does it move around after. It just stays locked on that point in the background. I can turn my ship around 180* and it stays locked on to a part of the back ground not the target im firing at

You can see here im clearly targetting the corvette but the beam is going no where near it...

    I too have noticed this. The beam just seems to pick a random point usually somewhere off the starboard bow and just stays at the same angle to the player ship regardless of player ship or target movements.

    Amplying on this. I have the same issue. A few times, I have maneuvered my ship to draw the beam onto a enemy ship. The beam does NO damage at all to the enemy ship.

    Expected behavior based on tooltip description - the beam should lock onto a enemy ship and stay with it as it moves. Any other enemy ships intersecting the beam should be damaged as well.

    Observed behavior - beam locks on to random point in space and is fixed there. Any enemy ships hitting the beam take NO damage at all. Completely busted.

    Yep not working as discribed in the text for me as well.
