No longer able to access Protostar uniforms after claiming.

I like to run multiple accounts And noticed that even though I claimed the Protostar uniforms on all of them, only the accounts where I actually applied those costumes to a character during the promotion can still access them after the promotion ended. Has anyone else found this to be the case?
