Sandstorm Generator not activating.

The Universal Kit Module - Sandstorm Generator has repeatedly not activated for me when clicked to turn on. I've been locked onto a target by holding the left trigger, but it still fails to work. Really this is an old issue, I just wanted to bring it up.

    Seeing how this is only one of the four kits (two of which are limited to tactical officers) with the Earth element related to the new Kit Frame I thought I should bring this issue up again.
