Is there a way for Starfleet characters to obtain the rebreather device?

Yes. I believe there was supposed to be something on the mission where you board the Elachi base in the Delta Arc. However EV suits do also provide the same function until you can find them.

actually, I think you have to unequip your ev suit. I remember seeing somewhere if you equip an ev suit you can't get the rebreathers. I never did find where they are suppose to be, and they are useless outside the mission. maybe there is an accolade i dunno

Rebreathers could have also been obtained during the mission “What's Left Behind” (no longer possible since auto-equipping EV suits 'complete' the relevant objective on beam in).

Do best defense on a Romulan character and put the rebreathers in the account bank, than take them out of the account bank with a Starfleet character.

EV suits do tend to be better than rebreathers.

Yeah the EV suits protect from everything a rebreather does plus additional effects. I suppose if the person in question doesn't want to look at their EV suit then a rebreather might be an option for the few things a rebreather protects you from.
