Do you mean you can't complete the "Speak to Ship Vendor" Quest?
In that case you need to [Spend your reward token] to get a free ship with token, not [buy a new ship]. If your reward token is not spent the quest is not done.

When I get the mission, just talking to the ship vendor triggers the end of the quest itself before you select any ship. You spend the token after the end of it (if you listen to the audio cue).

Well, the mission does say "Return to Earth Spacedock...", an order which you disobeyed by going to Starbase 39.
However, a fix of some kind is clearly required to prevent this type of error.
