There are already a number of those, the problem seems to be getting people to use them (other than the Badlands and Dyson space areas which seem to be reasonably popular).
The devs attempted to fix Gon'cra to the point where it was at least vaguely usable, but it has far more problems than the ones they were able to (partially) address. The Gamma Battlezone is a joke, it is really nothing more than a set of very inconvenient TFOs, the last time I was there (hunting Hur'q ships) there were exactly three players (including me) there and only the one instance we were in was spun up).
That Borg PvP Battlezone at the bottom of the Beta quadrant map is likewise deserted most of the time.
It takes them around six months or so of all-hands-on-deck effort to produce a battlezone and the payoff has fallen far short of their expectations, so the devs have mentioned they do not plan on making another one in the foreseeable future.
On a smaller scale, they do have Deep Space Encounters that are entertaining and apparently do not take anywhere near the effort of a Battlezone to produce. I have seen half a dozen or so people at once in those, though nowadays players tend to not bother chasing them down in sector-space to play them and just pop into TFOs from the social areas instead.
Personally, I would like to see them bring out a steady stream of open-world stuff (even in sector-space) but apparently the engine does not make that kind of content easy to do the way it was kludged to work for a space game at all, so with the small team they have working on STO that is not likely to ever happen.
