Repair shields (space) endeavour: not every heal is registered

Often, shield heals like Emergency power to shields or Science team will not count towards progress in the 'Repair shields (space) endeavour.
Just now I was fighting some Voth ships in the Contested Zone. I activated both shield healing abilities and they applied progress to the endeavour bar.
The next time I activated them (in the same fight, both times with a significant amount of shields missing) they didn't.
