Prolonged Engagement Set Weapon Restrictions

The Prolonged Engagement Set has weapon restrictions which I do not understand and are not like other sets.
As far as I am aware, the Prolonged Engagement Set is the only set that has a weapon restriction in that the Prolonged Engagement Phaser Beam Array and Prolonged Engagement Phaser Dual Cannons can't be equipped at the same time where you can only equip one or the other but not both.
Why?
For what reason?
These weapons do not seem overpowered so I can see no good reason.
In my opinion, this restriction should be removed so that we can equip the complete set.

I think they were perceived to be “overpowered” when they were made. The cannon parses just below the Terran agony phaser/disrupters as the second strongest energy weapon in the game. Of course, that also assumes the conflict lasts long enough. They gain power the longer you are in Red Alert.
