K-13 upgrade project to T1 reset itself upon completion, rather than constructing the base.

My fleetmate and I have spent nearly a month trying to get K-13 constructed. We finally gained access to the upgrade project to bring the station itself up to Tier 1. We completed the project, then the 5-day timer began to count down.
We waited the 5 days, and then on the final day, the timer finished. Except nothing happened. The project simply became available again, as though we did nothing at all. The station is still at Tier 0, and it's giving us the option to start the upgrade project over again from scratch, and then waiting ANOTHER 5 days.
That was a LOT of time and resources spent on this. Can this be fixed? Neither of us want to even touch the fleet construction at all anymore, until we know for sure it's not going to be wasted.
