Older Quad Cannons added to Reclaim Store? Also, account unlock instead of Character?

I was super thrilled when I picked up the Jem'Hadar legendary and noticed the Polaron Quad cannons in the dilithium reclaim store. Would love to see that treatment extended to phaser, disruptor, and plasma quad cannons.
Also, it would be super nice if the various weapons would be account unlocks rather than character unlocks to appear in the reclaim store (e.g. andorian phasers, lethean disruptors, etc.) Sometimes it can be a pain to have to shuffle starships around in order to get access to things that you have available on other characters. (Actually feel like there are lots of things that are character bound that should be account... keybinds/hud settings for one.)
