sto measure of morality part 1 Sub Mission 3

So this is really a long mission for something to in the third submission. I got to the set up of the Third mission when you are prepping the platform, I do the five steps then it say Talk to Michael but I can't talk to Michael, I can't force it any way I walked around the map and I can't seem to force the conversation I used all the panels there are no glowing item and no I above Michael. this is super frustrating given it take 40 minutes to get to this mission. I always feel like the other mission should have Seven of Nine fighting with you but this never happens any more so some of the combats feel off. but to get this far and hit a wall is annoying.

So I reloaded it this morning and still encountered the same issue.
