I don’t want to jump in here. But I think you are incorrect. If it were Som, there would probably be a lot of “even cryptic admitted” and guild war references. The writing doesn’t sound the same.

I've never understood peoples need to try and police the forums themselves. The Mods have the tools to see whatever information they need to spot patterns of repeat ban offenders/circumventors. That's their job, why bother worrying yourself over another persons role?
I am hoping they restore the admiralty and endeavor pass tokens. Clearly, charging for something we could once earn for free hasn't changed the dil situation for the better.

Every organisation has its own rules of course, but in my own experience, when you deal in abosolutes, you lose a great deal of ability to grow.
I used to play Ultima Online, and the stratics forums had some very vocal trolls/trouble causers. Some of them even banned (and of course circumvented them). Many of these trouble causers where eventually offered roles as moderators. People where outraged of course, they said you are 'rewarding' people for poor behaviour.
Little did they know that moderator work is essentially unpaid (and often underpraised) and was not infact a 'reward' at all. Many of these former trolls became well respected, they knew (being former trolls themselves) how people 'ticked' and they did a marvellous job of keeping people in check.
If folks have evidence that there is a ban bypass going on here I would invite those folks to PM their evidence to myself and the rest of the mod team. We will confirm if this is the case and take appropriate action if it's legit. When we deal with this stuff it can take a hot minute to confirm. When we get an accusation like this it's not something we're going to just jump on for good reason as I'm sure you all can understand. We're not going to ban someone for a ban bypass if they're not actually bypassing a ban.

Personally, I really think they've been doing it wrong since F2P, if not sooner. People will ALWAYS buy Star Trek, so they really shouldn't need to resort to predatory tactics to sell this game. More so, since they're bringing in more things from active shows, as well as numerous Stars from across ALL of Trek. I would also say the store is way too expensive, for what it gives but that's ALL MMO's on the market.

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Somewhat surprised that more aren't taken advantage of it.
Why would they? If you are a long time player and in finished fleets, you don't need dil. And that's the entire problem.
Yes and I entirely get and understand that, why I really hope they are considering updates to several Fleet Holdings as said before. Updating several Tier III to IV, wouldn't take that much effort aside from a few Tier IV map updates; and some new rewards. Several were saying there has been new Singularity Cores in awhile, that could be addressed by Dilithium Mines.
As I said before they could release Tier III holding upgraded to Tier IV every year, that likely help the DILEX for awhile and then in time perhaps even consider a Ferengi Commerce Authority Tier IV Holding. It also allow them to refresh and update each of the existing Fleet maps so they slightly refreshed too, aside from offering a few new things for people to get.
Maybe in time even refresh Tier V Holdings with a Map refresh, starting at the Starbase first (Interior & Exterior) refresh for a bit of Dilithium too even if they stay at Tier V.
Yea and now it's GREAT value to buy DIL, simply cause you get a lot more for your value.

Possibly because the players you're thinking of are at the point of no longer having a desirable non-Zen use for their dilithium.
I mean, I can think of ways I would spend dilithium (in addition to what I already have), but very few if any of them are desirable enough to me to spend zen on.
I suspect some of the newer and/or smaller fleets might still be taking advantage of it, which is why there's as much zen moving through the dilex as there is. Without them, I'd wager it would be truly dead, or near enough.
Oh true, true. Just saying that the "more" @strathkin was thinking should be, but aren't, are people who no longer need dilithium. I have never thought that EVERYONE is at that point.
I know of several unfinished fleets (that I have access to)... but it's not worth Zen to me to help them. They may get whatever dilithium I get by gameplay, but I'm not spending Zen to buy dilithium.

Buying DIL for ZEN is an amazing value right now. It's not just the Leaders of those fleets, yet also the membership as it unlocks new items to acquire as higher Tiers of Holdings unlock. And seems strange many players don't EXPLORE all the Fleet Items / Gear you can unlock at several Holdings.
Why did the dilex work before? Because people needed dil.
Why did people need dil before? Mainly for fleet holdings.
Why did the dilex stop working? Because the devs stopped adding fleet holdings.
(bear in mind I'm speaking in general, and I know there are minor things that still require dil, but fleet holdings were the MAIN dil sink)
So now we face the greater problem: why did the devs stop adding fleet holdings?
IMO, it is because they were so time/resource intensive and did not yield any direct profit. (yes, I know some people would buy zen just to trade for dil when they needed it, but that is not the same kind of direct profit as someone actually buying a ship from the zen store).
So, apparently(?) they have decided to stop making them. That is a business decision, and I'm sure they have numbers that justify it.
But that decision has killed the dilex, for all intents and purposes. Which leads me back to the point of the OP.
No, I don't think so. Neverwinter had a backlog for 3-4 years, yet the problem was they put in Account-wide refinement limit; yet it made things actually worst. Why? Because suddenly players who had millions of unrefined limits, could greatly exceed the refinement a single character could.
I think the solution like the Nagis said is adding more Fleet Holdings, and hope they are working on it. Including the faster option to refresh the Tier III Holdings out to IV first. Still nothing happens over night!
I know some disagree, but I personally miss the days of purchasable content/expansion packs.
To put it as simply as possible: whatever a company sells is what they prioritize and make the most of.
Because STO sells ships, those are the priority. Mission type content is secondary, and they only make the bare minimum required to keep people around.
On the other hand, if a game sells content/expansion packs, they are motivated to prioritize those and make as many as possible.
Would I rather get everything for free? Sure. But if the choice is between:
A: a very small amount of free mission content each year, or
B: a large amount of mission content that available to buy
I would personally pick option "B". I would rather regularly have something new to play, even if it costs something, than have nothing new to play for a very long time.

I bought ESO during the steam winter sale. Ships and space are more my thing then fantasy stuff... but I mean I have played all the space stuff worth playing right now. The amount of content and DLC content for sale was unexpected.
Obviously its too late for that type of U turn with STO... but it made me wonder what STO would have been had they went that route of monetization. I mean paywalled content sucks in so many ways... but the gamble box driven monthly multi hundred dollar ship packs doesn't seem any better then one annual $30-40 expansion, and actual micro sale cosmetics.
Guild wars also has a model that is almost identical to ESO. One yearly mega expansion with a bit of free stuff sprinkled in between and micro cosmetics.
