Unable to change MOTD on Fleet. Reverts to original message over 2 years old.

The character -- Bastion O'Connell -- was not too recently used to obtain ownership of the Fleet, as the Senior Members of the fleet are either MIA/Gone from the game or making extremely infrequent stops in to randomly add jobs to the Fleet queue.
While I have left them in place because of their infrequent contributions in the last couple of years out of respect, what few are actually active in the fleet I would like to direct their attention to pushes for upgrades for holdings.
Only problem is that every time I change the information in the Messages of the Day for either the fleet or the holdings, the instant this character signs out, the MOTDs revert back to what's been set for years.
