Away team cannot use Portable Phaser Cannon Special Issue

I've attempted this on 2 characters live and Tribble. When Away team members are slotted the Portable Phaser Cannon Special Issue the will not fire it. When reholstering it will appear on their back AND stuck to their right hand. Slotting any other weapon they will fight as usual but the Portable Phaser Cannon Special Issue renders them sudden pacifists.

It's the secondary fire.

Using it on autofire on my toon causes the same issue, except more severe. I was locked out of switching weapons, and even when switched the alternate weapon would not fire until Red Alert drops.
