What might be the reason for tutorial ships to be missing from standard ship stores?

For most characters you can reacquire the tutorial ship if you dismissed it at a later time however for the TOS and Delta Recruit characters they've been omitted from the stores. I might get the one for TOS characters, which both the Temporal Recruit and Gamma Recruit events to maybe make a return favorable for storyline reasons, but for the Delta Recruit it is a slight mystery as it's just an extension for the Romulan faction.
