White rotating star of light on 3 of the faction icons in game?

What are they for? The stars of light are on the romulan, klingon and star fleet faction icons

    They are the eligible options for the current Recruitment event.

    Well, if you have space to make a new character, consider doing it while you can make a Delta Recruit. Some extra rewards for the recruit and a few that are account wide to be claimed by your other characters.

    You only have another week, but the recruit just needs to be through the tutorial before the end of the event. You can keep claiming rewards as you meet the objectives after that.
