Scimitar Singularity Distributor Unit failing to properly function?

Basically what the title says. I'm really attached to the Advanced Scimitar Systems Set because I'm basic like that, but this recent update seems to have broken how the singularity distributor unit works? Or did that get intentionally changed?

It drains my shield power and shuts my shields off when cloaked now, although not -instantly- like it does without it equipped.
